The Black-E’s home and base, the former Great George Street Congregational Chapel, was known as ‘Liverpool’s Third Cathedral’. The capital programme - converting the interior of the former church into a purpose-built community cultural centre - commenced in 1973, and has continued over more than three decades on something like the timescale associated with the reconstruction of a cathedral.

The Gallery, Chamber Theatre, and Workshop Space were completed and commissioned in 1986. No further capital work of a substantial nature was then possible until 2001 when the Millennium Commission took the lead and offered £2m towards the costs of completion, as part of a tranche of funding prioritizing cultural diversity and which included support for the Bernie Grant Arts Centre and the Stephen Lawrence Centre in London. Arts Council England Lottery and the European Regional Development Fund then became partners in this enterprise. A concluding phase (the construction of a lift from basement to roof, and the up-grading of the Dome into the main entrance) is funded by the North West Development Agency.
